• • Good plan/strategy perhaps. Just fund for about 2-3 days at a time. In other words, renew funding about as often as the Grand theater changed movie features in Conway back in the 50's. Seemed a good workable schedule to me back then. And... they incorporated a cartoon and the three stooges with every feature. Oh, that's right, Congress already does that. Never mind.
